Title
Ordinance Amending the Pittsburgh Code, Title Nine, Zoning, Chapters 907, 919 and 921, by revising various sections relating to Electronic Message Signs, creating a definition and requirements for Electronic Advertising Signs and Temporary Event Banners and clarifying abandonment of nonconforming advertising signs.

Body
Whereas, several ambiguities currently exist within the Pittsburgh Zoning Code regarding Electronic Message signs and Advertising signs; and

Whereas, there currently exists no definition within the Pittsburgh Zoning Code for Electronic Advertising Signs making them distinct from traditional Advertising Signs; and

Whereas, these ambiguities have led to much confusion and consternation; and

Whereas, Resolution No. 180 of 2008 authorized and directed the Director of City Planning, the Zoning Administrator and the Chief of the Bureau of Building Inspection to place a Six (6) month moratorium on the erection, size modification and/or approval of all advertising signs in all zoning districts; and

Whereas, this Moratorium is scheduled to expire on October 18, 2008; and

Whereas, it is in the interest of the City to eliminate said ambiguities and provide for a clear definition of Electronic Advertising Signs and a public process for their approval.

THE COUNCIL OF THE CITY OF PITTSBURGH HEREBY ENACTS AS FOLLOWS:

SECTION 1. The Pittsburgh Code, Title Nine, Zoning Code, is hereby amended at Chapter 907, as follows:

907.01. AS-O, Advertising Sign Overlay District.
907.02. IPOD, Interim Planning Overlay District.
