Resolution authorizing the Mayor and the Director of Public Safety to enter into an Agreement or Agreements with the Pennsylvania Emergency Management Agency to acknowledge the City of Pittsburgh as the local sponsoring agency for the Type III Urban Search & Rescue Task Force, as designated in Pennsylvania Act 113 of 2024, and currently named Pennsylvania Strike Team 1, at no cost to the City.

WHEREAS, Pennsylvania Strike Team 1 (PA-ST1) is located in western Pennsylvania and is the second largest Urban Search & Rescue (US&R) Task Force within the Commonwealth;
WHEREAS, Pennsylvania Act 113 of 2024 establishes, within a county of the second class, a certified Type III US&R task force as designated by National Incident Management System (NIMS) guidelines;
WHEREAS, the Pennsylvania Emergency Management Agency (PEMA) intends to build and transition PA-ST1 to meet this goal;
WHEREAS, a local sponsoring agency for PA-ST1 is required for holding of funds in furtherance of both this action and future PA-ST1 activities;
WHEREAS, the City of Pittsburgh is able and willing to be such a sponsoring agency.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of Public Safety are hereby authorized to enter into an Agreement or Agreements with the Pennsylvania Emergency Management Agency to acknowledge the City of Pittsburgh as the local sponsoring agency for the Type III Urban Search & Rescue Task Force as required by Pennsylvania Act 113 of 2024, currently named Pennsylvania Strike Team 1, at no cost to the City.
Section 2. Said Agreement or Agreements shall be approved by the City Solicitor as to form.
