Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. Section 1 of Resolution No. 607, effective August 1, 2003, which presently reads as follows:

" The Mayor and the Director of the Department of Engineering and Construction, on behalf of the City of Pittsburgh, are hereby authorized to enter into an Agreement or Agreements or use existing Agreements, in form approved by the City Solicitor, with a Consultant or Consultants for engineering services related to the design of upgraded traffic signals and traffic control in and near the Central Business District, at a cost not to exceed $400,000.00 chargeable to and payable from the following account:
