WHEREAS, Three Rivers Adoption Council (dba- TRAC Services for Families) (TRAC) was founded by adoptive parents and professionals in 1978. It was originally established as a volunteer project of the Junior League of Pittsburgh; and,

WHEREAS, today, TRAC is a multi-service agency serving children who cannot remain with their birth families. TRAC works with public and private agencies to implement cooperative, cost effective programs to meet the placement, post-placement, and mental health needs of children and families so that no child will have to face a life without permanency; and,
WHEREAS, TRAC serves more than 2,000 children and 4,000 families annually. Most of the children served have experienced multiple moves in the foster care system and high percentages have been victims of abuse and neglect; and,
WHEREAS, since 1978, TRAC has received numerous awards and has made numerous accomplishments in the field of adoption and mental health. TRAC houses the Ada Tessaro Memorial Library, Western Pennsylvania’s most comprehensive collection of adoption and foster care-related books and materials, which is utilized by both adoptive/foster families and professionals at no cost, and in 2020, TRAC’s Outpatient Mental Health Clinic was credentialed as a psychiatric mental health clinic; and,
WHEREAS, however, one of their proudest accomplishments is the placement of over 7,300 children with special needs in permanent families; and,
NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend TRAC Services for Families for their service to children and families in the City of Pittsburgh and surrounding areas; and,
BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare, Wednesday, May 17, 2023 to be “TRAC Services for Families Day” in the City of Pittsburgh, in recognition of National Foster Care Awareness month.
