Body
Whereas, the Intergovernmental Cooperation Authority, also called the Oversight Board having no representation of women, African Americans or young people can only be viewed as a tragedy, and

Whereas, given that 50% of Pittsburgh's population is totally unrepresented, not only does it call the boards legitimacy into question, but it also makes it nearly impossible for the people of this city to honor the process, and

Whereas, it is not enough to merely be placed at the kids table, or the advisory board, as it is being called.  Women and minorities have too much at stake regarding the issues that will be discussed and decided by this Oversight Board to not be seated at the adult table, otherwise known as the Oversight Board, and

Whereas, it is a shame that in 2004, press conferences have to be held, and voices have to raised, to explain why it is so important for boards of this importance and magnitude to be reflective of the population they represent.
