WHEREAS, the funds allocated for Allegheny County's Continuum of Care initiative by the United States Department of Housing and Urban Development have been decreased by an astonishing 76%; and
WHEREAS, the more than 20 programs that span Allegheny County provide integral services for everything from permanent housing for the chronically homeless to placing families affected by mental illness in intermediary housing; and
WHEREAS, one of Allegheny County's largest programs, the Neighborhood Living Project, was the recipient of the 2005 Exemplary Program Award from the United States Department of Health and Human Services Substance Abuse & Mental Health Services Administration based on "outstanding achievementsÂ… and promising practice"; and
WHEREAS, the reduced funding from $11.2 million in 2005 to $2.7 million for 2006 will result in the termination of essential continuum of care programs.

NOW, THEREFORE, BE IT RESOLVED, the Council of the City of Pittsburgh urges the United States Department of Housing and Urban Development to restore full funding to Allegheny County's Continuum of Care initiative.
