Title: NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize and honor Council Member Theresa Kail-Smith for her exceptional service to the residents of the City of Pittsburgh and extends its warmest appreciation and best wishes for a fulfilling, joyful, and well-deserved retirement; and BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare Tuesday, December 16, 2025 to be "Theresa Kail Smith Day" in the City of Pittsburgh.

WHEREAS, Theresa Kail-Smith has faithfully served the residents of the City of Pittsburgh as a dedicated member of City Council, representing District 2 with integrity, compassion, and an unwavering commitment to public service; and

WHEREAS, her colleagues appreciate Theresa's strong dedication to her communities and her quick wit-some even noting she's the best person to sit next to during Council meetings. They further commend the many times she has offered mentorship, providing the same guidance and support that have characterized her leadership since she was first elected in 2009; and

WHEREAS, throughout her subsequent re-elections in 2013, 2017, and 2021, she has continued to build on that leadership, remaining focused on the needs of her constituents and upholding her belief that government should help make daily life easier while respecting people's independence-a philosophy she has maintained even in the face of opposition; and

WHEREAS, Council Member Kail-Smith has held numerous leadership roles within City Council, including Chairperson for the Committee on Public Works, Public Safety, and CitiParks, and most recently as Chair of Recreation, Youth, and Senior Services. She also served as Council President Pro Tempore and was elected Council President in 2020, proudly serving two consecutive terms, during which she led with compassion, collaboration, and a deep sense of honor in the role; and

WHEREAS, she has shown unwavering devotion to children and youth, carrying forward her legacy from Pittsburgh Public Schools through a data-driven approach to youth violence interruption programs and numerous youth-serving events. She exemplified hands-on leadership by personally engaging with young people in her district-greeting them with kindness and accountability, offering both snacks and tough love, and earning their trust and respect; and
