WHEREAS, in 2010, Marilyn and Frank Mance independently established a homemade hot dinner distribution for individuals experiencing homelessness, serving meals every Monday evening at West Park on the Northside regardless of weather conditions; and
WHEREAS, from 2010 through 2025, Marilyn and Frank expanded this effort into a full ministry that now includes weekly dinners, clothing distribution, and special holiday meals, providing consistency and compassion to those in need; and
WHEREAS, Marilyn and Frank will be retiring and relocating from the City of Pittsburgh and have organized a network of volunteers to ensure that their mission and service continue into the future; and
WHEREAS, for 15 years, Marilyn and Frank have devoted their time, energy, and unwavering commitment to improving the lives and well-being of Pittsburgh’s homeless community;

NOW, THEREFORE BE IT RESOLVED, be it resolved that the Council of the City of Pittsburgh recognizes and honors Marilyn and Frank Mance for their years of dedicated service, expresses deep gratitude for their compassion and leadership, and commends the lasting impact they have made on the lives of Pittsburgh residents; and,
BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare, Tuesday, December 16, 2025, to be “Marilyn and Frank Mance Day” in the City of Pittsburgh.
