Title
Resolution authorizing the Mayor and the Chief of the Bureau of Emergency Medical Services to enter into an agreement or agreements with QuickMed Claims for professional services in connection with the provision of ambulance billing services.
Body
WHEREAS, Initiative EM02 of the Act 47 Plan requires that the City outsource all ambulance billing services (invoicing and collection) for medical services/ambulance transportation provided by the City's Bureau of Emergency Medical Services ("EMS").
WHEREAS, EMS issued a Request for Proposals ("RFP") to select a contractor to perform such services; and
WHEREAS, Quick Med Claims was the selected provider; and
WHEREAS, the parties now wish to enter into a Professional Services Agreement to set forth their respective responsibilities.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Chief of the Bureau of Emergency Medical Services ("EMS") are authorized to enter into an Agreement or Agreements with QuickMed Claims to provide ambulance billing services (invoicing and collection) for medical services/ambulance transportation provided by EMS. The Agreement or Agreements shall be for a three-year term. The costs associated with performance shall be based on the following tiered/graduated scale dependent upon the amounts collected annually by QuickMed Claims:
Tier 1 $0 - $2,500,000.00 3.5% of Collected Revenue
Tier 2 $2,500,001.00 - $5,000,000 4.5% of Collected Revenue
Tier 3 $5.000.001.00 - $7,500,000.00 5.5% of Collected Revenue
Tier 4 $7,500,001.00 + 10.0% of Collected Revenue
For each calendar year, revenue percentages earned by QuickMed Claims shall begin at Tier 1 for EMS services provided that year. The Agreement shall be approved by the City Solicitor in form and substance.
