Ordinance supplementing the Pittsburgh Code, Title Six, Conduct, Article I, Regulated Rights and Actions, by adding Chapter 625 entitled Automated Red Light Enforcement Systems

Body
The Council of the City of Pittsburgh hereby enacts as follows:

Section 1. CHAPTER 625: AUTOMATED RED LIGHT ENFORCEMENT SYSTEMS

625.01 FINDINGS AND PURPOSE

WHEREAS, the Pennsylvania Legislature passed H.B. No. 254 during the 2011-2012 Legislative Session amending Title 75 and authorizing the use of automated red light enforcement (ARLE) systems in certain municipalities and further providing for specific powers of department and local authorities; and

WHEREAS, the Governor of the State of Pennsylvania signed H.B. No. 254 into law on July 2, 2012, resulting in Pennsylvania Statute 75 Pa. Code Section 3117 taking effect ninety (90) days from its enactment; and

WHEREAS, Pennsylvania law caps the fine for an individual ARLE violation a $100 and mandates that all ARLE violation revenue, minus operating expenses, is remitted to PennDOT's Motor License Fund for use in the Transportation Enhancement Grants Program; and

WHEREAS, the City of Pittsburgh has already benefitted from $1.7 million in Transportation Enhancement Grants since 2021, enabling the upgrades to seven signals across the City; and

WHEREAS, the Mayor and Pittsburgh City Council share a deep concern about the significant danger that dangerous driving presents to residents and visitors of the City; and

WHEREAS, this concern prompted the City to commit fully to the Vision Zero framework, setting the goal of eliminating fatal crashes and serious injuries on Pittsburgh streets; and

WHEREAS, Vision Zero has included the creation of several subcommittees, composed of internal and external members who meet regularly to formulate policy proposals in order to advance the goals of the initiative; and
