WHEREAS, Charles Upshur, pastor of Miracle Deliverance Church of God in Christ, and Marie Upshur have been married since 1952, a union of matrimony that has also been a union of service to communities of need; and,
WHEREAS, the Upshurs established the Greater Love Outreach (GLO) in 1984, a non-profit organization which works together with over 20 organizations city-wide to provide a number of emergency services to low and moderate income families, most of which are single-family homes; and,
WHEREAS, the Upshurs work on a daily basis to provide basic needs such as food, clothing, diapers, shelter, protection from abuse and spiritual counseling, serving up to 25-30 clients in their offices every week, with another 30 or more referred to by phone; and,
WHEREAS, the Greater Love Outreach operates from its base in the Hill District at the Hill House Association, and has expanded its services into the St Clair Village and Aliquippa communities; and,
WHEREAS, accomplishments by the GLO include the establishment of a monthly children and youth outreach program, service to over 900 clients from the food pantry, service to over 400 clients with basic need supplies and other crisis needs, feeding 100 children in the St Clair Village summer outreach program, and the provision of school clothes for children;

NOW, THEREFORE BE IT RESOLVED, that the City of Pittsburgh does hereby commend Charles and Marie Upshur on a life's work of outstanding community service to those in need, setting a noble example for others in the City of Pittsburgh to follow;
BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare April 17, 2012 to be "Charles Upshur and Marie Upshur Day" in the City of Pittsburgh.
