NEGATIVE RECOMMENDATION
 
Title
An Ordinance amending and supplementing the Pittsburgh Code Title Nine, Zoning, Chapter 919.03, Non-Advertising Signs, Section 919.03N. "Identification Signs not Regulated Above" to insert use standards for identification signs for sponsors of Parks and Recreation facilities.
 
Body
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  Amending and supplementing the Pittsburgh Code Title Nine, Zoning, Chapter 919.03, Non-Advertising Signs, Section 919.03N. "Identification Signs not Regulated Above" to insert use standards for identification signs for sponsors of Parks and Recreation facilities by adding the following:
 
 
4.  Identification signs for sponsors of Parks and Recreation facilities shall be permitted
    in any district where such use is permitted, provided that:
 
(a)      The face area of the sign shall not exceed a maximum dimension of 4' x 8';
(b)      The sign shall not be illuminated or neon;
(c)      The location and design characteristics of the sign shall be subject to approval by the Zoning Administrator;
(d)      A valid and current lease agreement between the owner or operator of the facility and the sign owner shall be maintained as a condition of approval.  Upon expiration of the lease agreement the sign shall be removed within thirty (30) days following the date of expiration;
(e)      Signs are permitted on buildings, structures, and fences.
(f)      Height and setbacks of signs shall be regulated in accordance with Chapter 912.04 of the Pittsburgh Zoning Code.
(g)      The owner or operator of the Parks and Recreation facility and the owner of the sign shall submit an agreement, between the two parties, to the Zoning Administrator that explains how the fee generated by the sign will be used to maintain or improve the facility in which it is placed.
