WHEREAS, Pennsylvania American Water’s H2O- Help to Others Program is a partnership between Pennsylvania American Water and the Dollar Energy Fund that provides residents with financial assistance towards the payment of their water bills; and,
WHEREAS, Pennsylvania American Water’s H2O- Help to Others Program delivers a crucial and indispensable service to Pittsburgh’s most vulnerable community members; and,
WHEREAS, 73% of Pennsylvania American Water’s H2O- Help to Others program’s recipients are female heads of household, one of the most at risk populations across racial lines; and,
WHEREAS, the program has provided 37,286 grants during the 2015-2016 Program Year, and 484,000 grants throughout the organization’s history by partnering with 33 utility providers in 12 states; and,
WHEREAS, this program has thus far provided more than $134 million dollars in grants since its inception in 1983 and on average provides $248 dollars a month in assistance to recipients; and,
WHEREAS, Pennsylvania American Water’s H2O-Help to Others Program embodies the welcoming and generous spirit of our city, and should be commended on its invaluable contribution; and,

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby celebrate and commend Pennsylvania American Water’s H2O- Help to Others Program on its considerable contribution to our community, and does hereby declare Tuesday, January 31st, 2017 to be “H2O-Help to Others Program Day” in the City of Pittsburgh.
