Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh makes known its support for Pennsylvania House Bill 1394; and BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh encourages the passing of the Pennsylvania CROWN Act.

WHEREAS, House Bill 1394 passed out of the House on July 7th, 2023 by a vote of 182-21. The CROWN Act is a bill that expands protection from racial discrimination by updating the PA Human relations Act.  House Bill 1394 has to be passed by the Pennsylvania Senate and then it has to be signed by the Governor to become law; and

 

WHEREAS, The Pennsylvania Creating a Respectful and Open World for Natural Hair (CROWN) Act or House Bill 1394 is a bill introduced by Rep. LaTasha D. Mayes of Allegheny County with Speaker of the House Joanna McClinton in the Pennsylvania House of Representatives to end race-based hair discrimination in our state; and

 

WHEREAS, the CROWN Act is a legal way for a Black people to fight against discrimination at school, work, and in various communities for wearing their hair in natural or protective styles such as braids, locs or twists; and

 

WHEREAS, The Pennsylvania CROWN Act Coalition is a legislative, policy advocacy and culture change effort led by Rep. LaTasha D. Mayes and Speaker Joanna McClinton to ban race-based hair discrimination in the workplace, in school settings and public accommodations in our state; and

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh makes known its support for Pennsylvania House Bill 1394; and

 

BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh encourages the passing of the Pennsylvania CROWN Act.
