The Council of the City of Pittsburgh enacts as follows:

Section 1. The Pittsburgh City Code, Title Six: Conduct, Article I: Regulated Rights and Actions is hereby amended by adding Chapter 603A as follows:
Chapter 603A: Enforcement Limitations Regarding Bans of Certain Gender-Affirming Health Care Services.
? 603A.01. - DEFINITIONS.
"Gender Affirming Care Services" means the range of social, psychological, behavioral, and medical interventions designed to support and affirm an individual's gender identity when it conflicts with the gender they were assigned at birth.
"Sanctuary City" means a state, county, or municipality that has policies or laws in place to protect or grant freedom from persecution of a specific demographic group.
? 603A.02. - DE-PRIORITIZATION OF ENFORCEMENT OF CRIMES RELATED TO OBTAINING CERTAIN GENDER AFFIRMING HEALTH CARE SERVICES.
(a) If certain gender affirming health care services ever become illegal nationwide or in the Commonwealth of Pennsylvania, the Council of the City of Pittsburgh instructs all city officials and law enforcement agencies to deprioritize enforcement of crimes related to providing or receiving gender affirming health services to the furthest extent possible.

? 603A.03. - SEVERABILITY CLAUSE.
(a) If any section, subsection, sentence, clause, phrase, word, provision or application of the ordinance or accompanying ordnance(s) shall be found to be invalid, illegal, unconstitutional, or unenforceable, that finding shall not affect or undermine the validity of any other section, subsection, sentence, clause, phrase, word, provision, or application of the ordinance or accompanying ordnance(...
