Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. The Mayor and the Director of the Office of Management and Budget of the City of Pittsburgh are authorized to execute relevant agreements with the U.S. Department of Housing and Urban Development (HUD) for the HOME Investment Partnerships Program - American Rescue Plan (HOME-ARP) funding in the amount of EIGHT MILLION THREE HUNDRED AND FORTY-TWO THOUSAND and TWENTY-EIGHT dollars ($8,342,028.00) to fund an emergency rental assistance program. Not less than 85 percent of awarded funds must be used for the following four eligible activities: the production or preservation of affordable housing, tenant-based rental assistance (TBRA), supportive services, homeless prevention services and housing counseling, and the purchase and development of non-congregate shelters. Remaining funds are for planning and administrative costs. Monies from the U.S. Department of Housing and Urban Development (HUD) shall be deposited into account string 1226300121.45703.00.

Section 2. The Mayor and the Director of the Office of Management and Budget of the City of Pittsburgh are further authorized to enter into agreements, or contracts, or utilize existing agreements or contracts at a cost not to exceed EIGHT MILLION THREE HUNDRED AND FOURTY-TWO THOUSAND and TWENTY-EIGHT dollars ($8,342,028.00) for the following four eligible activities: the production or preservation of affordable housing, tenant-based rental assistance (TBRA), suppo...
