Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby salute and commend the countless contributions of the frontline caregivers of our community, and would ban mandatory overtime for nurses and other health care workers in all public and private sector health care facilities in Pennsylvania except in bona fide emergencies.

Whereas, on Tuesday, May 9th, 2006 Service Employees International Union District 1199P (SEIU) of the Pennsylvania's Health Care Union will be rallying in Pittsburgh's North Side to increase safe nurse-to-patient ratios and to end mandatory overtime; and
 
Whereas, SEIU District 1199P, CLC is Pennsylvania's largest and fastest growing health care workers union. From dietary workers in nursing homes to RNs in acute care hospitals, SEIU District 1199P is comprised of 20,000 health care workers from a variety of backgrounds who share common goals: improving the lives of working people, protecting quality patient care in our work-sites, and working for quality health care for all; and
Whereas, the members work primarily in these areas of health care: Nursing Homes, Home Care, Acute Care Hospitals and Commonwealth Professionals. As more and more health care workers in Pennsylvania join the ranks, they are able to set high standards for working conditions and quality health care and are able to confront the challenges posed by the competitive nature of health care today.; and
Whereas, SEIU District 1199P is vigorously endorsing legislative action that affects health care in our state, from safe staffing to banning mandatory overtime. SEIU District 1199P is actively involved <http://www.seiu1199p.org/action/index.cfm> in drafting and lobbying for legislation that requires safe working conditions and patient protections in our health care facilities.
