Resolution authorizing the Mayor and the Director of the Office of Management and Budget to establish a use plan and a fund for Festivals which were in existence prior to or during the Covid pandemic and were also impacted financially by the Covid pandemic, as allocated in the City’s American Rescue Plan.

Be it resolved by the Council of the City of Pittsburgh as follows:
SECTION 1. The Mayor and the Director of the Office of Management and Budget (“OMB”), on behalf of the City of Pittsburgh, are hereby authorized to disburse and administer allocated American Rescue Plan Funds for Festivals Impacted by the Covid Pandemic in a use plan which includes appropriate qualifications to apply for the relief funding, to be authored by OMB and published to the public.
SECTION 2. Components of said use plan shall move through standard City of Pittsburgh legislative and procurement processes.
SECTION 3. Said funds shall be subject to existing federal and local guidelines for the appropriate use of Coronavirus State and Local Fiscal Recovery Funds.
