Be it resolved by the Council of the City of Pittsburgh hereby enacts as follows:

Section 1. Authorizing and directing the Finance and Budget Director to re-allocate and direct the sum of $250,000 from Fund 1000, Debt Service Reserve Fund 9991000, Subclass BY 2001 to the Witness Protection Trust Fund for the purpose of providing additional resources to the Chief of Police and law enforcement in their critical efforts to prosecute individuals and organizations responsible for drug related homicide deaths in Pittsburgh and Allegheny County.

Section 2. In directing this emergency allocation it is City Council's intent to request a reimbursement, in all or in part, from county, state, federal and other sources in order to replenish the city's operating budget reserve. This allocation is made in response to a dramatic increase in drug-related homicides and its effects on innocent people, families and the neighborhoods of the City of Pittsburgh.

Section 3. It is also the request of City Council that the District Attorney initiate Grand Jury proceedings and utilize the federal RICO statute in a more aggressive effort to ascertain information leading to the arrest, effective prosecution and incarceration of individuals and organizations responsible, all or in part, for homicide deaths in the City of Pittsburgh.

Section 4. In cooperation, and with the full participation and authorization of recognized community ba sed organizations and community leaders, the Council of the City of Pittsburgh extends its full support, assistance, and full participation in organizing, convening, and publicizing neighborhood meetings, block watch events, support rallies, prayer gatherings; and other events or actions d...
