Title: NOW, THEREFORE, BE IT RESOLVED THAT in consideration of the mutual covenants herein set forth and intending to be legally bound, the parties agree to join as twin cities for the advancement of fostering a mutually beneficial relationship in the areas set forth above.

NAUCALPAN TWIN CITY AGREEMENT
 
WHEREAS, the twin city agreement encourages economic exchange and fosters mutual economic development between two cities from different countries; and  
 
WHEREAS, in January 2012, The Pittsburgh Metropolitan Area Hispanic Chamber of Commerce (PMAHCC) opened an office in the City of Naucalpan, State of Mexico; and
 
WHEREAS, the City of Naucalpan, State of Mexico, has issued a proclamation to twin with the City of Pittsburgh, Pennsylvania on this date, March 27, 2012; and
 
WHEREAS, the City of Pittsburgh's very own Steelers football team became the driving force for initiating a relationship between the two cities as the pride and passion of the Steelers Nation brought Mexican visitors to Pittsburgh to attend a football game and take in the hospitality that our fine city offers to visitors; and
 
WHEREAS, the purpose of said twin agreement is to foster the interchange of culture, technology, education and tourism; and
 
WHEREAS, this twin agreement will provide an opportunity for the City of Pittsburgh and the City of Naucalpan to enter into a partnership based on pride, respect and shared values;
