Resolution authorizing and directing the City Controller, pursuant to § 404(c) of the Pittsburgh Home Rule Charter, to conduct a performance audit of the Department of Innovation and Performance’s purchasing and contracting opportunities made available to minority-owned businesses (“MBE”), women-owned businesses (“WBE”) and LGBT-owned businesses, as defined in Chapter 177A of the Pittsburgh Code of Ordinances.

Whereas, the Department of Innovation and Performance (the “Department”, “I&P”), among its many vital responsibilities, procures, manages, maintains and secures the City’s information and technology infrastructure; and,
Whereas, the Department must rely on contracts with outside vendors to accomplish some of this critical work; and,
Whereas, the Department expends an average of approximately nine million dollars ($9,000,000), annually, with outside companies, firms and vendors; and,
Whereas, it remains of the utmost importance that the City, in engaging with outside firms and vendors, lives up to the obligations set forth in the Charter to ensure “that each unit operates in a manner which provides every citizen full and equal access to government and a like opportunity to render goods and services to the City”; and,
Whereas, it is sound practice to assess the efforts of the City’s agencies and operating units periodically.
Be it therefore resolved that the Council of the City of Pittsburgh hereby enacts as follows:
Section 1. The City Controller is hereby authorized and directed to conduct a performance audit of the Department of Innovation and Performance’s purchasing and contracting opportunities made available to minority-owned businesses (“MBE”), women-owned businesses (“WBE”), veteran-owned businesses (“VBE”) and LGBT-owned businesses, as defined in Chapter 177A of the Pittsburgh Code of Ordinances, pursuant to § 404(c) of the Pittsburgh Home Rule Charter.
