WHEREAS, Dr. Milton Allen grew up in Somerville, Tennessee, where he was the eldest child of Mattie B. Allen Williamson; and,

WHEREAS, after graduating from high school, Dr. Allen received a Bachelor of Science in Agronomy and a Master's Degree in Plant and Soil Science from the historically black Tennessee State University, and later, a Doctor of Philosophy Degree in Plant and Soil Science from the University of Pittsburgh; and,
WHEREAS, during his graduate studies, Dr. Allen served his country in the United States Army, where his tour of duty took him to Germany and where he used his collegiate training as a soil scientist at a construction engineering company; and,
WHEREAS, Dr. Allen devoted thirty-three years to professional service in government agencies in Denton, Texas, Fort Worth, Texas, Knoxville, Tennessee, Indianapolis, Indiana, and Pittsburgh, Pennsylvania; and,
WHEREAS, in his spare time, Dr. Allen has contributed countless hours to making a positive impact on the lives of children at the North Hill School District and senior citizens at the Allen Place Personal Care Homes; and,
WHEREAS, in 2009, Dr. Allen and his wife Jerry Ann founded Allen Place Community Services, Inc., a nonprofit that offers community health and wellness promotion programs and houses a senior citizen center on Pittsburgh's Northside; and,
WHEREAS, Dr. Allen and his wife have sought to address the shortage of African-American nurses in our region by providing scholarships through the POISE Foundation for interested students; and,
WHEREAS, Dr. Allen possesses a great sense of humor, an incredible ability to create order out of chaos, and a deep conviction in his beliefs, all of which were critical to his professional and philanthropic successes in life; and,
WHEREAS, Dr. Allen and his wife are now embarking on a new chapter in their lives, seeking to spend more time with their son Adrian and his wife Hong Allen, daughter Alicia and her husband Charles Robi...
