Resolution authorizing the Mayor and the Director of Public Safety to enter into a Data Sharing Agreement with The RAND Corporation (“RAND”) and Allegheny County, which shall be at no cost to the City.
Body
WHEREAS, RAND was funded by the University of Pittsburgh’s Institute of Politics to conduct quantitative data analysis to identify why Black individuals in Allegheny County are over-represented in the criminal justice system; and
WHEREAS, RAND has indicated that to conduct this analysis it will be studying disparities in decisions by actors in the criminal justice system in Pittsburgh and Allegheny County (the “Project”); and
WHEREAS, RAND has defined the Project analysis to include actor decisions relating to motor vehicle stops, use of force, citations, arrests, charges, pre-trial detention, case disposition, and probation detainer; and
WHEREAS, RAND has previously entered into an MOU with Allegheny County, on behalf of its Department of Human Services, for certain Project data; and
WHEREAS, RAND has requested that the Pittsburgh Bureau of Police provide additional data regarding motor vehicle stops, police citations and arrests, patrol data, field contact data, use of force data, and victim data.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of the Department of Public Safety are hereby authorized to enter into a Data Sharing Agreement with The RAND Corporation and Allegheny County for quantitative data analysis regarding disparities in decisions by actors in the criminal justice system affecting Black individuals in Allegheny County. The Agreement shall be at no cost to the City and shall be approved by the City Solicitor as to form.
