Resolution authorizing the City of Pittsburgh to enter into an agreement with the Pittsburgh Foundation to document a voluntary commitment from community nonprofit organizations to provide financial assistance to the City for the year 2012.
Body
Whereas, the Pittsburgh Foundation (the “Community Foundation”) has as one of its component parts the Pittsburgh Public Service Fund of the Pittsburgh Foundation (the “Fund”), which has been created and funded by nonprofit organizations with operations in the City for the purpose of providing limited support to the City; and
Whereas, the City, the Intergovernmental Cooperation Authority for Cities of the Second Class (the “ICA”) and the Pennsylvania Department of Community and Economic Development (the “DCED”) have encouraged the nonprofit organizations to create a vehicle to provide support to the City during a period of fiscal crisis; and
Whereas, City Council desires that the Pittsburgh Foundation contribute Payment In Lieu Of Taxes (“PILOT”) to the City for this year; and
Whereas, City Council is required to enact such new ordinances and adopt such new resolutions and other official actions, and repeal, amend or interpret such current ordinances, resolutions or other official actions, and take all other actions required, to accomplish the initiatives set forth in the Recovery Plan; and
Whereas, Resolution 712 of 2009 was not intended to permit a perpetual and unlimited authorization for entering into agreements, City Council insists on transparency and that the proper process is followed for nonprofit organizations to provide support to the City;
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor, on behalf of the City of Pittsburgh, is hereby authorized to enter into an agreement with the Pittsburgh Foundation to document a voluntary commitment from nonprofit organizations to provide financial assistance to the City for the year of 2012 only. Cont...
