Title

Resolution authorizing the Mayor and the Director of Public Safety, on behalf of the City of Pittsburgh, to enter into an Institutional Review Board Authorization Agreement with the University of Pittsburgh, allowing the University of Pittsburgh Institutional Review Board to provide oversight of research conducted by the Bureau of Emergency Medical Services in partnership with the University of Pittsburgh, at no cost to the City.

 

Body

WHEREAS, the Bureau of Emergency Medical Services has an established partnership with the University of Pittsburgh for conducting emergency medicine research for the public’s benefit, and;

 

WHEREAS, the University of Pittsburgh and Bureau of Emergency Medical Services wish to partner in researching calcium treatments in the field;

 

WHEREAS, under University of Pittsburgh policies, federal Food and Drug Administration regulations, 21 C.F.R. part 50, and federal Department of Health and Human Services regulations, 45 C.F.R. part 46, such research requires ethical oversight by an Institutional Review Board, and;

 

WHEREAS, the City of Pittsburgh does not have an Institutional Review Board of its own, and;

 

WHEREAS, the University of Pittsburgh Institutional Review Board is able to provide oversight to partnering institutions.

 

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The Mayor and the Director of Public Safety, on behalf of the City of Pittsburgh, are hereby authorized to enter into an Institutional Review Board Authorization Agreement with the University of Pittsburgh, allowing the University of Pittsburgh Institutional Review Board to provide oversight of research conducted by the Bureau of Emergency Medical Services in partnership with the University of Pittsburgh, at no cost to the City. 

 

Section 2.                     The agreement shall be approved by the City Solicitor as to form.
