Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and/or the Director of the Department of General Services and the Director of the Department of Engineering and Construction, on behalf of the City of Pittsburgh, are hereby authorized to advertise for proposals and to award and enter into a Contract or Contracts, or use of existing Contracts and/or an Agreement or Agreements, or use of existing Agreements, and for the purchase of materials, equipment and supplies in connection with Neighborhood Street Improvements, at a cost not to exceed $1,170,000.00 chargeable to and payable from the following account:
