Title
WHEREAS, the Pittsburgh region was recently cited as having the second worst air quality in the United States; and
WHEREAS, gas prices continue to rise to record levels; and
WHEREAS, the City of Pittsburgh is a financially distressed city currently under Act 47 oversight and can no longer afford unnecessary lifestyle perks; and
WHEREAS, losing a personal assigned vehicle may be difficult, but Pittsburgh city government needs a new culture of efficiency; and
WHEREAS, with a one-year agreement with Flexcar before City Council, Pittsburgh has an opportunity to reinvent its fleet management system; and
WHEREAS, innovation and governmental efficiency is essential to financial success and sustainability;
WHEREAS, the City must act now before time does not allow for proper planning for a new and efficient fleet management system; and
WHEREAS, the City should begin with an immediate analysis and plan to greatly reduce its take-home vehicles and motor pool fleet.
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Pittsburgh hereby authorizes and directs the Controller of the City of Pittsburgh to audit the City of Pittsburgh take-home car policy; and
BE IT FURTHER RESOLVED, that the Controller's Audit should investigate and report back to City Council on the following conditions:
1. Necessity and purpose of each take-home vehicle
2. Total mileage traveled by each take-home vehicle
3. Total cost - broken down by purchase cost, insurance, maintenance, and fuel
4. A cost benefit analysis to the taxpayer of reimbursement for mileage versus the total cost of take-home vehicles
5. Current policy on the use of alternative fuel vehicles and recommendations for improvement
6. The implementation of a long-term car-sharing program that eliminates or greatly reduces the motor pool; and
