Resolution authorizing the Mayor and the Directors of the Office of Management and Budget (OMB), Human Resources and Civil Service Commission (HRCS) and Department of Public Works (DPW) to take all necessary steps and/or enter into an agreement or agreements with qualified entities on such terms as are necessary to alleviate the critical shortage of stationary engineers in the city's workforce.

WHEREAS, stationary engineers operate, maintain and repair industrial machinery, critical to the proper functioning of large building such as the City-County Building and other city-owned government buildings; and,
WHEREAS, for many years following the City's entry into Act 47, the city has had a single stationary engineer in its workforce, leaving a critical role unsupported in the case of illness or emergency; and,
WHEREAS, the City of Pittsburgh has a shortage of stationary engineers; and,
WHEREAS, the City recognizes the need to immediately address this shortage of qualified stationary engineers, and has begun the process of addressing the need, and the City cannot wait to address heating, cooling and other building systems in its buildings and facilities; and,
WHEREAS, City Council recognizes the urgent nature of this issue and hereby declares, pursuant to ? 318 of the Charter the existence of an urgent need requiring immediate legislative action.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Directors of the Office of Management and Budget (OMB), Department of Human Resources and Civil Service Commission (HRCS) and Department of Public Works (DPW) are hereby authorized and directed to take all necessary steps and/or enter into an agreement or agreements with qualified entities on such terms as are necessary to alleviate the critical shortage of stationary engineers in the city's workforce.
