Resolution authorizing City Council to approve intra-departmental transfers throughout the 2014 Fiscal Year
Body
WHEREAS, The City of Pittsburgh has been transitioning to a new financial system, which changed the process for purchasing and expenditure entries, and
WHEREAS, the Home Rule Charter Article 5, Section 507 states that "Council at all times may by resolution transfer funds from one code account to another if the total budget amount is not exceeded", and
 
WHEREAS, the City Council legislative process must also be updated to reflect the transition to the new financial system, and
 
WHEREAS, Council fulfills important fiscal oversight responsibilities.
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1. City Council is hereby authorized to approve intra-departmental transfers between line items throughout the 2014 fiscal year. Such transfers shall be placed on the City Council Standing Committee supplemental agenda.
 
Section 2. City Council will consider and vote on intra-departmental transfers.
 
Section 3. City Council's vote on intra-departmental shall be immediately effective.
 
Section 4. This resolution shall expire December 31st, 2014.
 
Section 5.  "Intra-departmental transfer" is defined as a transfer within the same City administrative unit, as designated by the same organizational number within the JD Edwards financial system.  This resolution shall not authorize transfers between bureaus and/or offices within a department.
