Title
Resolution amending Resolution 278 of 2003 to authorize the Mayor and the Directors of the Department of Parks and Recreation, Finance, and City Planning to enter into a license and maintenance agreement or agreements with the Friends of the Riverfront to implement a kayak rack and launch program in the city, which will involve the construction and maintainence of kayak racks and launches throughout the city of pittsburgh.

Body
Whereas, Friends of the Riverfront (“FOR”), a community advocacy group organized as a 501(c)(3) corporation, had originally offered to build and maintain a canoe/kayak rack and launch to be owned by the City and located at the City's Southside Riverfront Park; and

Whereas, per Resolution 227 of 2003, City Council authorized the City to enter into an agreement with FOR to construct and maintain this rack and launch; and

Whereas, FOR has proposed to construct and maintain several more racks and launches within the City, including but not limited to locations under the 40th Street bridge in Lawrenceville and near the Roberto Clemente bridge, and

Whereas, the City will obtain any necessary licenses/permits from the U.S. Army Corps of Engineers and the Commonwealth of Pennsylvania, Department of Environmental Protection to authorize the launch constructions; and

Whereas, the design for the racks has been approved by the City's Art Commission; and

Whereas, the City now seeks to enter into one or more License and Maintenance Agreements with FOR for the construction and maintenance of various rack and launches within the City of Pittsburgh.

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. The Mayor and the Directors of the Department of Parks and Recreation, Finance and City Planning are hereby authorized to enter into a License and Maintenance Agreement or Agreements with the Friends of the Riverfront to construct and maintain canoe/kaya...
