Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:

Section 1.  Resolution No. 212, as amended by Resolution No. 311,  by Resolution No. 598 effective August 21, 2000, and by Resolution No. 650 effective September 28, 2000, and by Res. #854, effective December 13, 2000, and by Res. #559, effective August 20, 2001 which presently reads as follows:
