Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh, does hereby recognize and commend Overseer L.C. Carter for his efforts to be a great spiritual leader and spreading the good news which is the Gospel of Jesus Christ.

WHEREAS, Overseer L.C. Carter Jr. was born in Chicago Illinois on July 22nd, 1955 to the late Reverend L.C. Carter, Sr. and Mrs. Dorthea Bridges Carter; and
 
WHEREAS, Overseer Carter received his education at Highview Elementary School, Dayton, Ohio. Upon coming to Pittsburgh, he attended Lemington and Crescent Elementary Schools. Pastor Carter graduated from Westinghouse High School and enrolled at the University of Pittsburgh with an athletic Scholarship. He also attended the University of Maryland and the Pittsburgh Theological Seminary; and
 
WHEREAS, Overseer Carter is a Vietnam war Veteran. He received an Army Accommodation Medal for his service during Operation Steel Scorpion. Pastor Carter served in the United States Armed Forces receiving an honorable discharge after six years of service. He was employed by Greyhound Lines, Inc. for over fourteen years as a bus driver and has been employed by United Parcel Services since 1992; and
 
WHEREAS, Overseer Carter  was called to pastor The Lily Baptist Church in 1988 and remained there until 1999 when God touch him and gave him the vision to become the Pastor and Founder of the King of Kings Ministries. He is the Overseer of Western District of Pennsylvania for the Full Gospel Baptist Church Fellowship and he also serves as the Director of State Officers; and
 
WHEREAS, Overseer Carter is married to Ellen Whittington Carter and their family includes two sons; Duane and Donte' Carter, one daughter; Latesha Everett, a daughter-in-law Reanna Carter and three grandchildren.
