WHEREAS, Breachmenders, founded in 1980, is a nonprofit organization dedicated to providing affordable housing, job training, and community development in the Oakland and Hill District Neighborhoods; and
WHEREAS, initially hired to help develop what is now known as the Hill/Oakland Job Links Program, in 1986 Scarlet Morgan became Executive Director of Breachmenders; and
WHEREAS, over the years Scarlet has helped countless residents of the Hill District and Oakland communities through programs provided by Breachmenders, such as the school-to-career program for youths between ages of 5 and 21, low cost rental housing, and the labor free home repair program ; and
WHEREAS, Scarlet is involved in many community organizations including, the Hill District Young Women's Cultural Group, Hill District Young Gentlemen's Crusade, NAACP and the Oakland Design Committee; and
WHEREAS, along with her other commitments, Ms. Morgan is involved in politics with the position of Chairman of the 4th Ward Democratic Committee in Oakland and has helped many candidates with their campaigns; and
WHEREAS, she is now a part of Governor Edward G. Rendell's staff as deputy director of social service programming at the Southwest Regional Office in Pittsburgh where she is the liaison to the nonprofit community, school districts, community college and healthcare systems, social service and substance abuse rehabilitation providers.
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Pittsburgh thanks Scarlet Morgan for her dedication and commitment to the citizens of the City of Pittsburgh through Breachmenders and wishes her continued success in her position with the State of Pennsylvania Governor's Office; and
BE IT FURTHER RESOLVED, that Tuesday, November 18, 2003, is declared "SCARLET MORGAN DAY" in the City of Pittsburgh.
