Resolution amending Resolution 81 of 1992 to permit the Existing Pennsylvania Emergency Management Agency Trust Fund (PEMATF) to be renamed The Emergency Management And Homeland Security Trust Fund and permitting therein the deposit of monies from federal, state, and county local, and private sources for Emergency Management And Homeland Security Expenditures.

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. Section 1 of Resolution No. 81 of 1992 which reads as follows:

The City Controller is hereby authorized and directed to create a special trust fund, to be designated as the Pennsylvania Emergency Management Agency Trust Fund (PEMATF), into which trust fund there shall be deposited any and all monies from State Reimbursements. The monies deposited in said trust fund shall be used by the Department of Public Safety to cover any and all expenses excluding wages and salaries for the Communications Division.

The City Controller is hereby authorized and directed to rename the Pennsylvania Emergency Management Agency Trust Fund (PEMATF) as the Emergency Management and Homeland Security Trust Fund (EMHSTF) into which trust fund there shall be deposited any and all monies received from federal, state, local and county or private sources that support and enhance Emergency Management and Homeland Security programs and projects. The monies deposited in this account shall be used by the Department of Public Safety to cover any and all expenditures, excluding salaries and benefits, related to Emergency Management and Homeland Security. The exclusion for the payment of Salaries and Benefits shall not apply to funds received that are earmarked for such purposes.
