WHEREAS, in 2010 Mayor Ravenstahl linked Pittsburgh parking assets and pension funding when he attempted to privatize the city parking assets and dedicate the proceeds into the city pensions; and
WHEREAS, after more than a year's work, the City Council and Controller formulated an alternative plan -- the so-called Council-Controller Plan - that has kept valuable public assets public while at the same time has been recognized as a legal asset that elevated the city pensions above the state mandated minimum of 50% funded; and
WHEREAS, since passage of the Council-Controller Plan, Mayor Ravenstahl has refused to comply with critical aspects of the plan and of the intent of City Council and the City Controller; and
WHEREAS, Pittsburgh City Council no longer has an appointed representative serving on the board of the Pittsburgh Parking Authority;

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Pittsburgh requests that the Pittsburgh Parking Authority provide to the Mayor, the Controller and the City Council
· a plan for aligning rates across the parking meters, lots and garages so as to optimize the use of the assets in their respective districts
· a plan for meeting the increased demand for parking enforcement citywide
· a plan for providing Payment-In-Lieu-of-Taxes (PILOT) payments to the City of Pittsburgh consistent with the 2010 Council-Controller Plan;
BE IT FURTHER RESOLVED that the Council directs the President of Pittsburgh City Council to request in writing that the Mayor of Pittsburgh nominate a member of City Council to serve on the board of the Pittsburgh Parking Authority.
