Resolution authorizing the Mayor and the Chief & Director of Innovation and Performance to enter into a Payment Distribution Agreement with Allegheny County to accept grant funds from The Heinz Endowments to use for the procurement of necessary staff and tools to support the Regional Data Center and to advance collection, analysis and dissemination of public data for multi-sector, data-driven decision making and further authorizing the Mayor and the Chief & Director of Innovation and Performance to amend the current Cooperation and Project Agreement for the Creation and Operation of the Regional Data Center with the County and the University of Pittsburgh to add Heinz grant funding to increase the amount of compensation and scope of work relating to University of Pittsburgh's creation and operation of the Regional Data Center.

WHEREAS, pursuant to Resolution No.452 of 2015, effective July 16, 2015, the City previously entered into a Cooperation and Project Agreement for the Creation and Operation of the Regional Data Center between the County, the City, and the University of Pittsburgh (the "Project Agreement") dated August 7, 2015, that was funded on behalf of the City and County with a grant from the R.K. Mellon Foundation of which amount Seven Hundred and Ninety Seven Thousand, Seven Hundred Thirty-Eight Dollars ($797,738.00) was designated as compensation to the University of Pittsburgh under the Project Agreement; and
WHEREAS, on November 9, 2015, The Heinz Endowments awarded a grant to the County in the amount of $1,799,373.00 ("the Heinz Grant") to be used by the City and the County for the following purposes: to further support the existing Regional Data Center and to advance collection, analysis and dissemination of public data for multi-sector, data-driven decision making; and
WHEREAS, the County has entered into an agreement with The Heinz Endowments to accept the Heinz Grant (the "Heinz Grant Agreement"); and
