Title
Resolution authorizing and directing the Mayor and the Department of Personnel to give hiring preference with respect o open positions to former City employees in good standing, that were laid-off due to budget cuts, and who meet all the required qualifications.
 
 
Body
WHEREAS, as a result of the City's budget constraints and the Act 47 Recovery Plan, City employees have been laid off in recent years; and
 
WHEREAS, it should be the goal of the City of Pittsburgh to improve productivity and efficiency within each department, but at the same time to minimize any negative impact felt by qualified workers and their families; and
 
WHEREAS, former City employees are familiar with the operations, personnel, rules, and regulations of the City of Pittsburgh; and
 
WHEREAS, during discussion on the implementation of the Act 47 Recovery Plan, City Council expressed support for qualified laid-off City employees receiving preferential standing in the hiring process as positions became available; and
 
WHEREAS, presently, eight former fleet maintenance employees continue to be on the City's current laborer waiting list and all eight have commercial driver's licenses.
 
Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:
 
Section 1.  Authorizing and directing the Mayor and the Department of Personnel to give hiring preference with respect to open positions to former City employees in good standing, that were laid-off due to budget cuts, and who meet all the required qualifications.
