WHEREAS, the City of Pittsburgh is responsible for the stewardship of public resources and the efficient delivery of critical services to its residents; and

WHEREAS, the municipal vehicle fleet represents a major capital investment and ongoing operational expense funded by taxpayer dollars; and

WHEREAS, the City's emergency response and public service operations are increasingly compromised by a severely depleted and aging fleet, particularly in departments such as EMS, Fire, and Public Works; and

WHEREAS, City Council and the public lack regular, transparent access to comprehensive data on fleet condition, readiness, and replacement needs, making it difficult to fully assess the scale and urgency of the problem; and

WHEREAS, continued underinvestment in fleet replacement and management not only jeopardizes public safety and service delivery, but also results in higher long-term costs and waste of taxpayer funds due to increased maintenance, vehicle downtime, and emergency leasing; and

WHEREAS, it is the responsibility of City leadership to ensure accountability in capital planning and to proactively address infrastructure shortfalls that directly impact the well-being of Pittsburgh residents;


The Council of the City of Pittsburgh hereby encats as follows:

SECTION 1. The Pittsburgh Code of Ordinances is hereby amended and supplemented at Title 4: Public Places and Property, Article XVIII: Municipal Fleet, Chapter 493: Fleet Oversight, Section 493.01 through Section 493.06 as follows:
