WHEREAS, on October 12, 2008 Reverend Thomas Barnicott is celebrating fifteen years of service to Emanuel United Methodist Church in the Elliott Neighborhood of the City of Pittsburgh; and
WHEREAS, Reverend Barnicott no only ministers to the members of Emanuel United Methodist Church but endeavors to reach the community at large through many outlets; and
WHEREAS, Reverend Barnicott aids his congregation and community through programs such as the Southwest Interfaith Ministry, providing a meal each week at the North Side Feeding Program, provides aid to anyone in need through a Good Samaritan Fund and gives pastoral care to Elliott Heights, Westlake Senior Citizens and all those who are sick or in the hospital awaiting surgery; and
WHEREAS, Reverend Barnicott works with youth in many capacities and has served as Youth Director for the United Methodist Pittsburgh District, participates in the Safe Neighborhood Program and began the CARE summer program for all children in the southwestern communities; and
WHEREAS, wherever there is a need you will find Reverend Barnicott, whether it be the crash site of US Airways flight 427 in Hopewell Township, Ground Zero after the September 11th terrorist attack in New York City, or flood victims in Carnegie.

NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Pittsburgh congratulates Reverend Thomas Barnicott for his fifteen years of pastoral, compassionate and unselfish service to the congregation of Emanuel Methodist Church and the citizens of Pittsburgh; and
BE IT FURTHER RESOLVED, that Sunday, October 12, 2008 is declared "REVEREND THOMAS BARNICOTT DAY" in the City of Pittsburgh.
