Title: Now, therefore be it resolved that effective immediately, Council Members or their staff who wish to maintain privacy in their cell phone usage must pay for such service themselves, if the documents associated with such calls are to maintain their appropriate privacy.

Whereas, telephone technology is rapidly moving toward universal usage of cell phones, and

 

Whereas, practical use of cell phones blur the distinction between city business versus private and personal business, and

 

Whereas, the payment of cell phone bills with public dollars might cause all documents associated with those bills, including individual phone numbers, to be a matter of public record, and

 

Whereas, constituents call Council members with the expectation of privacy, Council members call their lawyers, constituents and others, with the expectation of privacy,

 

Now, therefore be it resolved that effective immediately, Council Members or their staff who wish to maintain privacy in their cell phone usage must pay for such service themselves, if the documents associated with such calls are to maintain their appropriate privacy.
