Ordinance directing the Allegheny County Board of Elections to place before the qualified voters of the City of Pittsburgh a referendum question "Shall the Pittsburgh Home Rule Charter, Article Four, Controller, be amended to add a new section, Section 412, Vacancy in the Office of Controller."

Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  The Allegheny County Board of Election is hereby directed to place before the qualified voters of the City of Pittsburgh a referendum question:
 
      "Shall the Pittsburgh Home Rule Charter, Article 4, Controller, be amended to add a new section, section 412, Vacancy in the Office of Controller, with the specific amendment as follows:
 
 
When a vacancy occurs in the Office of the Controller, an election will be held to fill the vacancy of the Controller at the next General, Municipal or Primary election unless the vacancy is created less than 90 days before the next election in which case the election to fill the vacancy shall not occur until the next General, Municipal or Primary election which follows.  The person elected shall take office immediately after the certification of election and shall serve the remaining portion of the vacated term.
 
      If, upon the occurrence of a vacancy, the Deputy Controller should be unable or unwilling to serve as Controller, the Mayor shall submit a name for consideration by Council who shall be chosen only by a majority vote of Council."
