Resolution to create a Special Committee of Council no later than June 1, 2018, for the purpose of establishing a process of reviewing Request for Proposals by Council prior to the submitting of legislation for a payment agreement or after the authorization of Council.
Body
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Council of the City of Pittsburgh hereby establishes a 4 member special committee of Council to be composed of the following members or their designees:
The Committee shall consist of:
1. Three (3) members of Council/or representatives
2. Representative of Council Budget Office
Section 2.
The Special Committee of Council will issue a report with recommendations on:
1. Proper review process using best practices
2. Legal compliance
3. Transparency
4. Blanket authorizations vs entering directly into an agreement
5. Suggested code changes, as necessary
