Resolution directing the Directors of the Departments of Finance and City Planning to create a pilot program and identify sites citywide that can be used to foster urban agriculture.

Be it further resolved the Council of the City of Pittsburgh:
Section 1.
A. This resolution directs the Directors of the Departments of Finance and City Planning to identify lots in the City that can be used to foster urban agriculture.
B. An urban agriculture site is defined as land gardened collectively by people on properties throughout the City of Pittsburgh, whether for personal/non-commercial use or for the off-site selling of agricultural products, including, but not limited to fruits, vegetables, fish, eggs, herbs, legumes, nuts, grains, and other products as permitted by relevant local, state, and federal laws.
C. Various tools may be utilized to secure the lots’ use as urban agriculture sites, including, but not limited to deed restrictions, cooperation and/or lease agreements with willing organizations, large institutions, and/or government agencies, and/or the operation of City-owned gardens.
D. The lots identified by the Directors of the Departments of Finance and City Planning may include City-owned sites, land within City parks, existing urban gardens or urban farms with which the City can enter into lease and/or cooperation agreements, temporary urban gardens on land awaiting development, and other types of sites.
E. The lots shall be located in strategic locations citywide to maximize their impact and accessibility.
