Whereas, every minute of every day 5 people worldwide die of AIDS, 5 million of them last year alone, and HIV has hit every corner of the globe, infecting more than 42 million men, women and children; and,
Whereas, the Joint United Nations Programme on HIV/AIDS (UNAIDS), observing December 1 of each year as WORLD AIDS day, has called for a worldwide effort to end the stigma and discrimination associated with this epidemic; and,
Whereas, the American Association for World Health, citing that the number of people diagnosed with HIV and AIDS in the United States continues to increase, with some 900,000 people in the U.S. now infected, is encouraging people to confront the stigma and discrimination by breaking the silence and the barriers to effective HIV/AIDS prevention and care.
NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh, does hereby urge all citizens to take part in activities and observances, designed by the Southwestern Pennsylvania AIDS Planning Coalition and its members, to increase awareness and understanding of HIV/AIDS as a national and a global challenge, and to fight the stigma and discrimination here and across the globe, in order to impede the further spread of the HIV/AIDS epidemic.
BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh, does hereby declare, December 1, 2003, as "World AIDS Day" in the City of Pittsburgh.
