Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. Resolution amending various Agreements and/or Contracts so as to pre-encumber funds from budget years 2003, 2002, 2001 and 2000, by reducing the level and diminishing funds that are pre-encumbered in projects in order to release available amounts for allocation in the 2004 budget year which presently reads as per attachment, Column A is hereby amended to read as per attachment, Column B.
