Title
Resolution authorizing the Urban Redevelopment Authority of Pittsburgh to submit an Application for Financial Assistance in the amount of up to $6,000,000 to the Commonwealth of Pennsylvania Department of Community and Economic Development for the operation and administration of certain programs in FY 2004-2005. (Council Districts: All).

Body
Whereas, the Urban Redevelopment Authority of Pittsburgh (“URA”) administers the Community Development Investment Fund, Streetface Program, Pittsburgh Housing Construction Fund, Neighborhood Housing Program, Housing Recovery Program, Rental Housing Development and Improvement Program, and the Lincoln-Lemington-Larimer, Hazelwood, East Liberty, Federal Hill, First Side, Centre Avenue and Uptown Revitalization Programs (the “Programs”); and

Whereas, URA wishes to obtain financial assistance from the Commonwealth of Pennsylvania in the amount of $6,000,000 for the Programs; and

Whereas, URA has prepared the DCED Single Application for Assistance under the under the FY 2004-2005 Communities of Opportunity Program which is available at the URA's offices; and

Whereas, URA has indicated in the Application that Community Development Block Grant, HOME and private funds will be provided by the City of Pittsburgh as the local share of project costs; and

Whereas, the City of Pittsburgh and URA are desirous of obtaining funds from the Commonwealth of Pennsylvania Department of Community and Economic Development for the prevention and elimination of blight under Section 4(c) of the Housing and Redevelopment Assistance Law, as amended.

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. URA is hereby authorized to file a Single Application for Assistance with DCED for a grant in the amount of up to $6,000,000 for FY 2004-2005 in order to provide funding for the Programs and administration thereof.
