Title
An Ordinance changing the date of the fiscal year of the City of Pittsburgh from a calendar year to a fiscal year that shall run from the first day of July to the last day of June and making other appropriate changes in accordance with Article V, Section 501 of the Home Rule Charter of the City of Pittsburgh.
Body
Whereas, Article V, Section 501 of the Home Rule Charter of the City of Pittsburgh states that the fiscal year of the city can be "changed by ordinance": and,
Whereas, the commentary of the charter clearly expresses that, "Council is given the power to change the fiscal year. Council may re-examine this question periodically in connection with the fiscal years of other governments."; and,
Whereas, due to the current budget crisis and the fiscal dependence on the actions of the State of Pennsylvania, whose fiscal budget is July to June, City Council has determined that it would be advantageous for the City of Pittsburgh's budget to run concurrent to that of the State's.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. In accordance with Article V, Section 501 Fiscal Year, of the Home Rule Charter of the City of Pittsburgh, The fiscal year of the City shall begin on the first day of July and end on the last day of June unless changed by ordinance.
Section 2.
Additionally, the City shall take steps to make the appropriate changes to match the correct time for preparation and introduction of the budget by the Mayor and provide for other appropriate changes as needed throughout the code of ordinances or within the operations of the City.
Section 3.
This ordinance shall take effect upon its passage for the fiscal year of July 1, 2004 to June 30, 2005.
