Title
Resolution authorizing and directing the Mayor and the Director of the Department of Finance, in conjunction with City Council, to draft a policy to establish and administer a ten percent (10%) incentive program for cost saving suggestions submitted by City of Pittsburgh employees that are implemented by the City of Pittsburgh.
Body
Whereas, the present fiscal crisis in the City of Pittsburgh has forced all departments to seek more efficient and cost effective methods; and,

Whereas, because of their proximity to and familiarity with the methods and procedures of the various City departments, the line staff and supervisors of the City of Pittsburgh could possibly have ideas to save the City large sums of money; and,

Whereas, to date, there has been no incentive for line staff and/or supervisors to formalize cost saving suggestions and no method to insure the suggestions receive a fair and impartial review; and,

Whereas, while an incentive program may reduce the amount of savings on any particular idea it is hoped an incentive program will result in numerous cost-cutting ideas.

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. The Mayor and the Director of the Department of Finance are hereby authorized in conjunction with City Council, to draft a policy to establish and administer a ten percent (10%) incentive program for cost saving suggestions submitted by City of Pittsburgh employees that are implemented by the City of Pittsburgh. The policy should mandate that the City of Pittsburgh employee who originated the cost saving suggestion should receive an incentive bonus equal to ten percent (10%) of the actual savings derived by the City of Pittsburgh.

Section 2. The program should be administered in such a way that all viable cost cutting suggestions be reviewed by the Director of Operations, Director of Finance and Council's Chairperson of the Committee on Finance ...
