Title
Resolution authorizing and directing the Director of Finance to work with the Executive Director of the Urban Redevelopment Authority of Pittsburgh to create a comprehensive program that utilizes existing or innovative URA programs to promote homeownership of city owned properties and provide a written report within 30 days to Council that details the program.
Body
Whereas, the Council of the City of Pittsburgh has determined that the quality of the City's neighborhoods could be greatly improved through stabilization efforts that include the creation of a reverse mortgage program that shall assist low-income individuals of owner occupied homes who are in danger of losing their homes due to tax, debt or lien issues; and,

Whereas, the Council of the City of Pittsburgh has also determined that the sale of single family City owned property to owner occupied individuals with the assistance of a URA program similar to the Pittsburgh Home Ownership Program (PHOP) will help to provide such stabilization; and,

Whereas, the programs shall incorporate the need of the Department of Finance to put city owned property back on the tax rolls and dispose of city owned property in an appropriate and expeditious manner; and,

Whereas, the Director if Finance shall work with other organizations such as the Pittsburgh Reinvestment Group (PCRG) to create a reverse mortgage program and assist in the promotion of other URA programs.

Authorizing and directing the Director of Finance to work with the Executive Director of the Urban Redevelopment Authority of Pittsburgh to create a comprehensive program that utilizes existing or innovative URA programs to promote homeownership of city owned properties and provide a written report within 30 days to Council that details the program.
