Title: NOW, THEREFORE BE IT RESOLVED, that Pittsburgh City Council congratulates Scoutmaster Brian R. Foltz on being a recipient of the 2005 Whitney M. Young, Jr. Service Award, and thereby joins the Greater Pittsburgh Council of the Boy Scouts of America in saluting Mr. Foltz's exceptional commitment to Troop 678 in his pledge to ameliorate the social and civic development of male youth in the City of Pittsburgh.

Whereas, the 2005 Whitney M. Young, Jr. Service Award has been bestowed upon Brian R. Foltz by the Greater Pittsburgh Council of the Boy Scouts of America; and

Whereas, the Boy Scouts of America Whitney M. Young, Jr. Service Award, named after an African American who was one of the most influential presidents of the Urban League, is awarded to individuals and organizations that exhibit extraordinary involvement in the development and implementation of Scouting opportunities for youth from rural or low-income urban backgrounds; and

Whereas, a strong leader comes up in the ranks and so, reared in Russell, Pennsylvania, Mr. Foltz's formative scouting days began as a volunteer in the Big Brothers/Big Sisters program in Wheeling West Virginia and Pittsburgh, and after graduating from Indiana University of Pennsylvania in journalism, working for an advertising firm in downtown Pittsburgh and serving as a community relations liaison in the city's Public Safety Department; and

Whereas, Mr. Foltz's association with the Boy Scouts of America began in 1991 when he signed on as a volunteer for Youth Opportunities Unlimited (Y.O.U.) and Scoutmaster for its Boy Scout Troop, 678, served as Y.O.U. Development Director in 1992, leading him to his present responsibilities as Executive Director of Allegheny Youth Development (AYD), a North Side Christian Ministry, where he has dusted off his Scoutmaster uniform with assistance from the present Scoutmaster and Cubmaster to re-charter Troop 678, which had dissolved with the closing of Y.O.U.; and

Whereas, incorporated in 1994, AYD serves some 50 boys who take advantage of tutoring, recreational activities, Christian classes, a hot dinner program, and Troop 678, which boats nearly 20 members who enjoy a schedule packed with activities and camping. Mr. Foltz explains that,". . . the long-range goal--a self-sufficient, productive, moral man--takes several years;" and
